Guidelines for PC Members
As a PC member to use this Online Submission &
Review System, before handling those manuscripts of which you are being in
charge, you must have understood the following procedure:
1.First of
all, please invite Reviewers by using
our Online Submission & Review System.
2. Then, you
can distribute the manuscripts to the Reviewers you invited by clicking the
button “Distribute Paper”. Of course, you can also send the manuscripts to
other Reviewers who were not invited by you but of the research interests
similar to the topic of the manuscripts you are handling. Make sure that for
each manuscript you must send to more
than three Reviewers for reviewing. The
reason in doing so is that if less than three review reports are received for
each manuscript, our system doesn’t allow you to make a decision
to it. After that the Reviewer will automatically receive a review invitation
letter from our system. He will
send an email letter to your registered email-box, which will tell you whether
or not he has agreed to review the manuscript(s) you sent to him. The result will be shown within the “Paper
Status” section.
3.You have to
check whether or not the Reviewers are enough for reviewing a manuscript of
which you are being in charge by clicking the button “optional Reviewer”,
where you can change the Reviewer if he has declined your invitation or not made
any response to your invitation (marked as “Unresolved” in “Paper
Status” section) after the deadline you specified.
4.By clicking
the button “Decision”, you could make the decision to those manuscripts in
the list window, where you are kindly required to give a summary comment to each
manuscript.
5.If the
Reviewer who agreed to review the manuscript you distributed to him (her),
don’t send in the review report in time, you could send him (her) a reminder
email by clicking the button “Reminder”.
6.For
convenience, our system also provides you with the function of “Query”. By
clicking the button “Query”, you can query the manuscript, author and
Reviewer in which you are interested.

Distribute Paper(s): In case you have enough Reviewers,
you can distribute the manuscripts from ICIC editors to the Reviewers you
invited as well as other Reviewers who were
not invited by you but of research interests similar to the topic of the
manuscripts you are handling. Make sure that for each manuscript you must send to more

Paper Status: This
section will provide you with a list status of the manuscripts of which you are being in charge.
For each manuscript, if less than three Reviewers who have accepted your
invitation are arranged for reviewing, you may add the Reviewer(s) by entering
the ”Optional Reviewer” section. If the Reviewer has declined your invitation or not made any response to
your invitation (marked as “Unresolved” in “Paper Status” section) after
the deadline you specified, you may change
the Reviewers you invited by entering the ”Optional Reviewer” section.
Decision: A manuscripts list which you have made or not decision is
shown to you. Each manuscript in the list must have received at least three
review results before decision. If a manuscript has been made a decision, the
decision status will be shown as “Done”; if a manuscript has not been made a
decision, the decision status will be shown as “Unresolved”. If you click
the button “Unresolved”, a popup window named “Make Decision” will be
shown to you, at this time, you can read over all the reviewers’ comments, and
then give your summary comments for making a decision. After that you can click
the button “Send” to submit out your decision.
Reminder: This section will provide you with a list of
manuscripts and the corresponding Reviewers of which you are in charge. If the Reviewers have not sent in the review results in
time, the papers status will be highlighted as “Red”. After you have clicked
the button “Send reminder letter”, a list of reminder letters will be sent
to them, respectively.
Query: By clicking the button “Query”, you can query the manuscript, author
and Reviewer in which you are interested.
